Operations Procurement Manager

The Role

Manage people development, KPI management, succession planning, etc. with a procurement manager and expert team. Provide HR policy-compliant recruiting, selection, and employee assessment advice. Motivate workers, coach subordinates, identify training and career development needs, propose training courses, and manage personnel records and resources to satisfy operational demands to ensure long-term company success.  

Influence top management stakeholders to modify requisitioner processes and involve procurement in project planning. 

Promote and manage change for operational procurement process continuous improvement as a leader. 

Develop and improve the operational procurement program, including yearly strategy planning in accordance with business planning.

Provide visibility into higher volume procurement operations and vendor interactions to help Strategic Procurement establish category strategy. 

Manage Performance

Manage alternative procurement sources, plan and execute operational procurement procedures, and increase process efficiency through cooperation, cross-functional teams, and internal stakeholder and supplier integration in process design and execution.

Address all operational procurement concerns as an escalation point and prioritize resolution.

Establish optimization goals, execute strategies, and follow up on corrective measures.

Execute product and service tender strategy for maximum corporate value. Manage supplier qualification to prevent banned vendors and keep a list updated. Develop bid technical and commercial assessments according to corporate and tender regulations.

Collect stakeholder feedback on procurement operations and develop operationally relevant initiatives.

Assess and approve a large number of tender award choices for sourcing events made by a big procurement team. 

Requirements 

Bachelor of Engineering, Business Administration, or equivalent needed.
Accredited procurement/supply chain 
10+ years of procurement and supply chain management experience as a category manager or comparable function. 
Skilled with Word, Excel, PowerPoint, Project, and Visio

KPI dashboard experience in PowerBI, Tableau, etc. desired.

Oracle Fusion favored
Businesses need English fluency.
Good understanding of local and international procurement regulations, procedures, and lifecycle payment.
Good supplier management skills, methods, and policies. Knows supplier sources, market trends, and price.Skills in supplier development and negotiating.
